We all know there are “jailed politicians” (políticos presos) and “political prisoners” (presos políticos). . . . I humbly confess that I do not know which is the best way to resolve this problem, but I dare ask Your Excellence to implement a plan which you already proposed when you created by decree the Prison Commission. . . . I ask you to accelerate the review of the process of so many unknown prisoners who do not receive an immediate sentence because they are poor and abandoned men. . . . Personally, I do not believe that the so-called political prisoners are all politicians; neither do I believe that those who proclaimed themselves to be political prisoners are heroes for the simple fact that they proclaim themselves persecuted for ideological/political reasons. . . .
